I dont know about when you should get it cut HOWEVER, I do know that you should take a vitamin Supplement called BIOTIN. I lost alot of my hair and had major thinning after a major surgery and my dr. told me to take it.... it worked WONDERS. My hair became thicker and actually stopped falling out (over a period of months) ALSO....
